Når flere virksomheter utfører arbeid samtidig på samme arbeidsplass skal det være en hovedbedrift som samordner arbeidet med helse, miljø og sikkerhet (HMS) på arbeidsplassen. Selv om en hovedbedrift samordner HMS-arbeidet, har de enkelte virksomhetene like fullt ansvar for eget HMS-arbeid. De skal i tillegg også medvirke til samordningen på arbeidsplassen.

Det er krav om samordning når flere virksomheter på én arbeidsplass kan utgjøre en arbeidsmiljørisiko for hverandre. Samordning skal skje når flere virksomheter arbeider på felles arealer og når de bruker felles ressurser eller utstyr som for eksempel kraner, heiser og stillaser. Kravet om samordning gjelder uavhengig av kontraktsforholdene mellom virksomhetene som arbeider på samme sted til samme tid. Samordning skal også inkludere arbeid som utføres av enmannsbedrifter.

Det er opp til virksomhetene på arbeidsplassen å bli enige om hvem som skal være hovedbedrift. Oppdragsgivere, som for eksempel byggherrer, har ikke myndighet til å bestemme hvem som skal være hovedbedrift. For å kunne være hovedbedrift, må virksomheten ha arbeidstakere på arbeidsplassen.
